11 months is a long time to be on pain killers. He may want to consider some physical therapy for his back. I strongly believe in the therapy described in this book: Treat Your Own Back by Robin A. McKenzie

There is a McKenzie clinic near me and they helped me a lot. The book describes the basic exercises used at the clinic. The nice thing about therapy is that it treats the cause of the herniated disc, while surgery typically only alleviates the symptoms.
